It\u2019s believed to be the first time koalas have been culled in this way. <\/p>\n\n<p>The cull became public on Good Friday after local wildlife carers were reportedly <a href=\"https:\/\/www.abc.net.au\/listen\/programs\/melbourne-drive\/koala-cull-macarthur\/105190158\" target=\"_blank\" rel=\"noopener\">tipped off<\/a>. <\/p>\n\n<p>A fire burned about 20% of the park <a href=\"https:\/\/www.standard.net.au\/story\/8912905\/bushfire-threat-prompts-budj-bim-park-evacuation\/\" target=\"_blank\" rel=\"noopener\">in mid-March<\/a>. The government <a href=\"https:\/\/www.abc.net.au\/listen\/programs\/melbourne-drive\/koala-cull-macarthur\/105190158\" target=\"_blank\" rel=\"noopener\">said<\/a> the cull was urgent because koalas had been left starving or burned. <\/p>\n\n<p>Wildlife groups have expressed <a href=\"https:\/\/www.skynews.com.au\/australia-news\/politics\/victorian-premier-jacinta-allan-defends-mass-koala-cull-in-victorias-budj-bim-national-park-amid-fierce-backlash-from-wildlife-advocates\/news-story\/376716068052147e08cb768c8af67160\" target=\"_blank\" rel=\"noopener\">serious concern<\/a> about how individual koalas had been chosen for culling, because the animals are <a href=\"https:\/\/www.abc.net.au\/listen\/programs\/melbourne-drive\/koala-cull-macarthur\/105190158\" target=\"_blank\" rel=\"noopener\">assessed from a distance<\/a>. It\u2019s not clear how shooting from a helicopter complies with the state government\u2019s own <a href=\"https:\/\/agriculture.vic.gov.au\/farm-management\/emergency-management\/emergency-animal-welfare\/victorian-emergency-animal-welfare-plan\" target=\"_blank\" rel=\"noopener\">animal welfare<\/a> and <a href=\"https:\/\/www.wildlife.vic.gov.au\/wildlife-emergencies\/wildlife-fire-emergencies\" target=\"_blank\" rel=\"noopener\">response<\/a> plans for wildlife in disasters.<\/p>\n\n<p>The Victorian government must explain why it is undertaking aerial culling and why it did so without announcing it publicly. The species faces a <a href=\"https:\/\/www.npr.org\/2022\/02\/11\/1080081190\/koalas-endangered-australia\" target=\"_blank\" rel=\"noopener\">double threat<\/a> from habitat destruction and bushfire risk. They are considered endangered in New South Wales, Queensland and the Australian Capital Territory. <\/p>\n\n<p>In Victoria, koala population levels are currently secure. But they are <a href=\"https:\/\/engage.vic.gov.au\/VKMS\" target=\"_blank\" rel=\"noopener\">densely concentrated<\/a>, often in fragments of bush known as \u201c<a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=2946120\" target=\"_blank\" rel=\"noopener\">habitat islands<\/a>\u201d in the state\u2019s southwest. <a href=\"https:\/\/www.budjbim.com.au\/visit\/cultural-sites\/budj-bim-national-park\/\" target=\"_blank\" rel=\"noopener\">Budj Bim National Park<\/a> is one of these islands. <\/p>\n\n<p>Over time, this concentration becomes a problem. When the koalas are too abundant, they can <a href=\"https:\/\/www.wildlife.vic.gov.au\/__data\/assets\/pdf_file\/0032\/633578\/VKMS_FINAL_May_2023.pdf\" target=\"_blank\" rel=\"noopener\">strip leaves<\/a> from their favourite gums, killing the trees. The koalas must then move or <a href=\"https:\/\/www.wildlife.vic.gov.au\/__data\/assets\/pdf_file\/0030\/27993\/Koala.pdf\" target=\"_blank\" rel=\"noopener\">risk starvation<\/a>. <\/p>\n\n<p>If fire or drought make these habitat islands impossible to live in, koalas in dense concentrations often have <a href=\"https:\/\/www.wildlife.vic.gov.au\/__data\/assets\/pdf_file\/0032\/633578\/VKMS_FINAL_May_2023.pdf\" target=\"_blank\" rel=\"noopener\">nowhere to go<\/a>. <\/p>\n\n<p>In Budj Bim, Victoria\u2019s Department of Energy, Environment and Climate Action and Parks Victoria <a href=\"https:\/\/engage.vic.gov.au\/VKMS\" target=\"_blank\" rel=\"noopener\">have tackled<\/a> koala overpopulation alongside Traditional Owners by moving koalas to new locations or sterilising them. <\/p>\n\n<p>But Budj Bim is also surrounded by commercial blue gum plantations. Koalas spread out through the plantations to graze on the leaves. Their populations grow. But researchers <a href=\"https:\/\/conbio.onlinelibrary.wiley.com\/doi\/full\/10.1111\/csp2.188\" target=\"_blank\" rel=\"noopener\">have found<\/a> habitat islands lead to overabundance by preventing the natural dispersal of individuals.<\/p>\n\n<p>So why was the culling done? Department officials have described the program as \u201c<a href=\"https:\/\/www.abc.net.au\/listen\/programs\/melbourne-drive\/koala-cull-macarthur\/105190158\" target=\"_blank\" rel=\"noopener\">primarily<\/a>\u201d motivated by animal welfare. After the bushfire last month, koalas have been left starving or injured. <\/p>\n\n<p>Why shooters in helicopters? Here, the justification given is that the national park is <a href=\"https:\/\/www.abc.net.au\/listen\/programs\/melbourne-drive\/koala-cull-macarthur\/105190158\" target=\"_blank\" rel=\"noopener\">difficult to access<\/a> due to rocky terrain and fire damage, ruling out other methods. <\/p>\n\n<h2 id=\"euthanising-wildlife-has-to-be-done-carefully\">Euthanising wildlife has to be done carefully<\/h2>\n\n<p>Under Victoria\u2019s plan for animal welfare <a href=\"https:\/\/agriculture.vic.gov.au\/farm-management\/emergency-management\/emergency-animal-welfare\/victorian-emergency-animal-welfare-plan\" target=\"_blank\" rel=\"noopener\">during disasters<\/a>, the environment department is responsible for examining and, where necessary, euthanising wildlife during an emergency.  <\/p>\n\n<p>For human <a href=\"https:\/\/journals.sagepub.com\/doi\/abs\/10.3197\/096327119X15579936382671\" target=\"_blank\" rel=\"noopener\">intervention<\/a> to be justified, euthanasia must be necessary on welfare grounds. Victoria\u2019s response plan for <a href=\"https:\/\/www.wildlife.vic.gov.au\/wildlife-emergencies\/wildlife-fire-emergencies\" target=\"_blank\" rel=\"noopener\">fire-affected wildlife<\/a> says culling is permitted when an animal\u2019s health is \u201csignificantly\u201d compromised, invasive treatment is required, or survival is unlikely. <\/p>\n\n<p>For <a href=\"https:\/\/www.wildlife.vic.gov.au\/__data\/assets\/pdf_file\/0018\/447111\/Guidelines-and-decision-framework-for-euthansia-of-wildlife.pdf\" target=\"_blank\" rel=\"noopener\">koalas<\/a>, this could mean loss of digits or hands, burns to more than 15% of the body, pneumonia from smoke inhalation, or blindness or injuries requiring surgery. Euthanised females must also be promptly examined for young in their pouches.<\/p>\n\n<p>The problem is that while aerial shooting can be accurate in some cases for larger animals, the method has <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC10284814\/\" target=\"_blank\" rel=\"noopener\">questionable efficacy<\/a> for smaller animals \u2013 especially in denser habitats. <\/p>\n\n<p>It\u2019s likely a number of koalas were seriously injured but not killed. But the shooters employed by the department were not able to thoroughly verify injuries or whether there were joeys in pouches, because they were in the air and reportedly <a href=\"https:\/\/www.abc.net.au\/listen\/programs\/melbourne-drive\/koala-cull-macarthur\/105190158\" target=\"_blank\" rel=\"noopener\">30 or more metres away<\/a> from their targets. <\/p>\n\n<p>While the department cited <a href=\"https:\/\/www.abc.net.au\/listen\/programs\/melbourne-drive\/koala-cull-macarthur\/105190158\" target=\"_blank\" rel=\"noopener\">concerns about food resources<\/a> as a reason for the cull, the state\u2019s wildlife fire plan lays out another option: delivery of supplementary feed. Delivering fresh gum leaves could potentially have <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC10668798\/\" target=\"_blank\" rel=\"noopener\">prevented starvation<\/a> while the forest regenerates. <\/p>\n\n<h2 id=\"what-should-the-government-learn-from-this\">What should the government learn from this?<\/h2>\n\n<p>The state government should take steps to avoid tragic incidents like this from happening again. <\/p>\n\n<p>Preserving <a href=\"https:\/\/www.wwf.nl\/globalassets\/pdf\/wwf-impacts-of-the-unprecedented-2019-2020-bushfires-on-australian-animals.pdf\" target=\"_blank\" rel=\"noopener\">remaining habitat<\/a> across the state is a vital step, as is reconnecting isolated areas with habitat corridors. This would not only reduce the concentration of koalas in small pockets but increase viable refuges and give koalas safe paths to new food sources after a fire. <\/p>\n\n<p>Future policies should be <a href=\"https:\/\/www.royalcommission.gov.au\/natural-disasters\/report\" target=\"_blank\" rel=\"noopener\">developed in consultation<\/a> with Traditional Owners, who have detailed knowledge of species distributions and landscapes.<\/p>\n\n\n\n<p>We need better ways to help wildlife in disasters. One step would be bringing wildlife rescue organisations into emergency management more broadly, as emphasised in the 2009 <a href=\"http:\/\/royalcommission.vic.gov.au\/finaldocuments\/volume-2\/PF\/VBRC_Vol2_Chapter08_PF.pdf\" target=\"_blank\" rel=\"noopener\">Victorian Bushfires Royal Commission<\/a> and the more recent <a href=\"https:\/\/www.royalcommission.gov.au\/natural-disasters\/report\" target=\"_blank\" rel=\"noopener\">Royal Commission into National Natural Disaster Arrangements<\/a>.  <\/p>\n\n<p>This latter report pointed to South Australia\u2019s specialised emergency animal rescue and relief organisation \u2013 <a href=\"https:\/\/www.savem.org.au\/\" target=\"_blank\" rel=\"noopener\">SAVEM<\/a> \u2013 as an effective model. Under SA\u2019s emergency management plan, the organisation is able to rapidly access burned areas after the fire has passed through. <\/p>\n\n<p>Victoria\u2019s dense communities of koalas would be well served by a similar organisation able to work alongside existing skilled firefighting services. <\/p>\n\n<p>The goal would be to make it possible for rescuers to get to injured wildlife earlier and avoid any more mass aerial culls.<!-- Below is The Conversation's page counter tag.
