It now contributes about NZ$1.7 billion in revenue, with <a href=\"https:\/\/www.reuters.com\/science\/new-zealands-nascent-space-industry-aims-stars-2024-06-04\/\" target=\"_blank\" rel=\"noopener\">plans to grow<\/a> to $10 billion by 2030. <\/p>\n\n<p>Last year, New Zealand hosted seven rocket launches, all by the US-listed but local company Rocket Lab. It was in response to Rocket Lab\u2019s initial proposal for a launch site that New Zealand <a href=\"https:\/\/ojs.victoria.ac.nz\/pq\/article\/view\/4617\/4104\" target=\"_blank\" rel=\"noopener\">developed a regulatory system<\/a> from scratch in less than two years to meet obligations under international law. <\/p>\n\n<p>All launch nations have to register every object they send into space, and continue to supervise those objects to ensure no damage or loss occurs to another country\u2019s objects or activities. They also have a responsibility to compensate for any harm.<\/p>\n\n<p>As well, countries must prevent contamination of outer space and Earth\u2019s environment, and ensure space activity does not interfere with other countries\u2019 rights to free access and participation.<\/p>\n\n<p>A <a href=\"https:\/\/www.mbie.govt.nz\/assets\/report-on-the-statutory-review-of-the-oshaa-2017.pdf\" target=\"_blank\" rel=\"noopener\">2020 review<\/a> of New Zealand\u2019s space legislation found the regulatory regime was by and large fit for purpose. But it raised substantive concerns about the regulation of new technologies, including satellite constellations and miniature satellites.<\/p>\n\n<p>The recommendations prompted broader consultation on New Zealand\u2019s space policy and <a href=\"https:\/\/www.mbie.govt.nz\/assets\/te-rautaki-atea-a-rangi-o-aotearoa-2023-2030-aotearoa-new-zealand-aerospace-strategy.pdf\" target=\"_blank\" rel=\"noopener\">aerospace strategy<\/a>. This saw a backlash against the absence of <a href=\"https:\/\/www.stuff.co.nz\/pou-tiaki\/130326590\/mori-voices-left-out-as-new-zealands-space-sector-grows\" target=\"_blank\" rel=\"noopener\">M\u0101ori voices<\/a> on the particular concern of light pollution from space.<\/p>\n\n<h2 id=\"the-commercialisation-of-space\">The commercialisation of space<\/h2>\n\n<p>A <a href=\"https:\/\/www.mbie.govt.nz\/assets\/new-zealand-space-sector-its-value-scope-and-structure.pdf\" target=\"_blank\" rel=\"noopener\">2019 report<\/a> found New Zealand\u2019s space industry is driven almost entirely by commercial activity, characterised by a mix of startups and entrepreneur-run, privately-funded companies. <\/p>\n\n<p>The country\u2019s <a href=\"https:\/\/www.legislation.govt.nz\/act\/public\/2017\/0029\/latest\/DLM6966275.html\" target=\"_blank\" rel=\"noopener\">space legislation<\/a> is well suited to developing a space industry quickly, in particular the commercial and entrepreneurial sector.<\/p>\n\n<p>However, awareness is growing of the impact of light pollution on Earth\u2019s <a href=\"https:\/\/theconversation.com\/want-to-help-our-precious-nocturnal-bugs-during-matarikis-longer-nights-turn-the-lights-down-low-232701\" target=\"_blank\" rel=\"noopener\">environment and ecosystem<\/a>, <a href=\"https:\/\/theconversation.com\/new-atlas-shows-extent-of-light-pollution-what-does-it-mean-for-our-health-60836\" target=\"_blank\" rel=\"noopener\">human health<\/a> and <a href=\"https:\/\/theconversation.com\/night-skies-are-getting-9-6-brighter-every-year-as-light-pollution-erases-stars-for-everyone-199383\" target=\"_blank\" rel=\"noopener\">astronomy<\/a>. <\/p>\n\n<p>While urbanisation and indiscriminate use of artificial light are among the culprits, activities in space are another significant source of light pollution. <\/p>\n\n<p>With every satellite placed into orbit, its reflective surface increases the ambient glow of the night sky. Increased pollution is obscuring observational astronomy and littering data with artificial shimmers and streaks of light.<\/p>\n\n<p>Rising glow in the night sky is of particular concern for M\u0101ori and <a href=\"https:\/\/theconversation.com\/thousands-of-satellites-are-polluting-australian-skies-and-threatening-ancient-indigenous-astronomy-practices-173840\" target=\"_blank\" rel=\"noopener\">other Indigenous communities<\/a> whose knowledge systems rely on unaided visual access to the stars.<\/p>\n\n<p>With 14 astronomical observatories and seven \u201c<a href=\"https:\/\/darksky.org\/what-we-do\/international-dark-sky-places\/all-places\/?_location_dropdown=new-zealand\" target=\"_blank\" rel=\"noopener\">dark sky sites<\/a>\u201d recognised by <a href=\"https:\/\/darksky.org\/\" target=\"_blank\" rel=\"noopener\">Dark-Sky International<\/a>, New Zealand has a national interest in addressing regulation and mitigation of light pollution. <\/p>\n\n<p>The country\u2019s bicultural foundation is protected under Treaty of Waitangi obligations. It recognises the unique relationship M\u0101ori have with the night sky and the <a href=\"https:\/\/maoridictionary.co.nz\/search?idiom=&amp;phrase=&amp;proverb=&amp;loan=&amp;histLoanWords=&amp;keywords=m%C4%81tauranga\" target=\"_blank\" rel=\"noopener\">m\u0101tauranga<\/a> (knoweldge) contained within it. <\/p>\n\n<p>The rising of Matariki, the cluster of stars also known as Pleiades, has been <a href=\"https:\/\/www.parliament.nz\/en\/get-involved\/features\/matariki-the-house-and-legislation\/\" target=\"_blank\" rel=\"noopener\">celebrated as a public holiday<\/a> since 2022 in recognition of the event\u2019s importance to M\u0101ori and the nation.<\/p>\n\n<h2 id=\"regulation-must-address-light-pollution\">Regulation must address light pollution<\/h2>\n\n<p>As a launch state, New Zealand must have due regard to the interests of other states to participate in the exploration of outer space, regardless of economic or scientific advancement. <\/p>\n\n<p>While New Zealand is a relatively new launch nation, it is a desirable destination. How New Zealand approaches the licensing of satellites may help guide binding behaviours developing in international law.<\/p>\n\n<p>There is a tension between the national interest in maintaining dark skies and the economic value of the space industry. But these attempts have remained largely <a href=\"https:\/\/bigthink.com\/starts-with-a-bang\/technology-save-astronomy-light-pollution\/\" target=\"_blank\" rel=\"noopener\">underdeveloped<\/a>. Efforts by SpaceX to reduce the impacts of its mega constellations <a href=\"https:\/\/www.skyatnightmagazine.com\/space-science\/spacex-starlink-problem-astronomy\" target=\"_blank\" rel=\"noopener\">have proven ineffective<\/a>.<\/p>\n\n<p>The nature of the new space age, launched by a 2004 competition to help <a href=\"https:\/\/web.archive.org\/web\/20100923001722\/http:\/\/space.xprize.org\/ansari-x-prize\" target=\"_blank\" rel=\"noopener\">jump-start private spaceflight<\/a>, ensures private companies are more motivated to develop technology to reduce costs in the long run. Without a strong shift in the regulatory environment, there is no real drive for investment in technologies to mitigate light pollution. <\/p>\n\n<p>As New Zealand continues to develop a regulatory framework, the issue of light pollution has to be taken seriously. And Indigenous voices are important, because traditional astronomical knowledge is fundamental to the reclamation and continuation of Indigenous knowledge.<!-- Below is The Conversation's page counter tag.
